In 2004, the General Office of the State Council “Notice on Strengthening the Management of Wetland Protection” (Guo Ban Fa [2004] No. 50) stipulates that “for the construction of nature reserves without conditions, it is also necessary to adapt to local conditions, adopting the establishment of wetland protection communities and various types. Wetland parks, wetland multi-purpose management areas or delineation of wildlife habitats and other forms of strengthening protection management." At present, wetland parks are being built in many places in China, such as Sanli River in Yanqing, Beijing, Malang Bay in Xiamen, Beiyuehai in Ningxia, and West Lake in Yinchuan. Hong Kong has established a new Hong Kong Mai Po International Wetland Park in Tin Shui Wai, which is developing rapidly in the northwest New Territories. It rebuilds wetland habitats for wetland flora and fauna and sets a model for environmental education. In 2005, Hangzhou Xixi became the first national wetland park pilot approved by the State Forestry Administration. The Ministry of Construction also approved the establishment of nine national urban wetland parks such as Beijing Green Lake. As it can benefit from tourism activities, the construction of wetland parks has greatly enhanced the enthusiasm of local governments and investors to protect the city and its surrounding wetlands, indicating that the restoration and sustainable use of wetlands has entered a new phase of environmental and economic win-win.
